Martyn’s Law: How Admiral Security Supports Safer, Compliant Spaces

As threats to public safety evolve, so too must the systems and processes that protect the people within publicly accessible locations. The recent passing of Martyn’s Law — formally known as the Terrorism (Protection of Premises) Act 2025 — marks a significant shift in how organisations must approach security and preparedness.

At Admiral Security, we have long championed proactive safety through high-quality fire and security systems. With Martyn’s Law now part of UK legislation, our role in helping organisations meet new legal duties is more important than ever.

What Is Martyn’s Law?

Martyn’s Law was created in memory of Martyn Hett, one of the 22 people tragically killed in the 2017 Manchester Arena bombing. The new legislation requires operators of public venues and spaces to take proportionate steps to prevent, prepare for, and respond to terrorist threats.

It applies to a wide range of premises, including:

  • Entertainment and sports venues
  • Places of worship
  • Retail and hospitality venues
  • Community and civic buildings
  • Education settings (schools, colleges, universities)

Martyn’s Law introduces two tiers of responsibility:

  • Standard Tier (200–799 people): Requires venues to conduct basic terrorism risk assessments, provide training, and put in place emergency procedures.
  • Enhanced Tier (800+ people): Requires more detailed security planning, such as formal threat mitigation measures, incident response strategies, and physical security systems.

Although the law came into force in April 2025, there is a two-year transition period — giving organisations until April 2027 to ensure they are fully compliant.

How Admiral Security Helps with Compliance

As trusted security system installers with over 30 years’ experience, Admiral is well positioned to help organisations implement Martyn’s Law requirements. Whether you manage a school, civic building, entertainment venue or commercial premises, we work closely with you to develop the right blend of technology, training and procedures to meet your legal and operational needs.

Access Control: A Key Part of Martyn’s Law Readiness

Access control plays a central role in Martyn’s Law compliance, particularly in controlling who can access sensitive or restricted areas during both normal operations and emergency scenarios.

We design and install smart, scalable access control systems:

  • Restrict access to staff-only or secure zones
  • Lock down buildings or individual areas instantly in the event of an emergency
  • Trigger automated alerts and alarms using “Triggers & Actions”
  • Monitor and log access activity for audit and review
  • Integrate with fire detection, intruder alarms, and CCTV systems
  • Control everything remotely via secure cloud-based platforms

Whether your building has one main access point or dozens of entry doors across a large site, Admiral will configure the system around your requirements — allowing future expansion as needed.

Emergency Lockdown Features

Our systems can be configured to support emergency lockdown procedures — a crucial element of Martyn’s Law planning. Features include:

  • Instant lock of specific doors or entire zones
  • Pre-programmed lockdown routines triggered by staff or alarms
  • Automatic alerts to key personnel via SMS or email
  • Integration with emergency lighting, tannoy systems, and EVAC plans

These measures support real-time responses to incidents, helping protect people on site while ensuring your actions are recorded and defensible.

Supporting Education, Public Sector and Commercial Environments

Our experienced engineers work across a wide range of sectors, including:

  • Education: We support schools and colleges with safeguarding, access control and lockdown systems that align with Ofsted standards and Martyn’s Law.
  • Public Sector: From libraries and town halls to community centres, we help public spaces prepare for worst-case scenarios while maintaining welcoming environments.
  • Commercial: For offices, shopping centres, and entertainment venues, we offer bespoke systems that combine deterrence, access control and emergency response.
